1. Vyriausybė kol kas kalba tik apie apdrausto dydžio gyventojų indėlių garantijas. Tai klaida – signalas įmonėms ir organizacijoms, kad jų sąskaitos kituose užnugario neturinčiuose lietuviškuose bankuose yra pavojuje. Jeigu būčiau įmonės vadovas, šiandien pat atsiimčiau pinigus iš Ūkio, Šiaulių, Medicinos bankų, jau nekalbant apie Finastą.

2. Valstybė yra pajėgi visus Snoro ir visų kitų „lietuviško kapitalo“ bankų įsipareigojimus lietuvos piliečiams ir Lietuvoje registruotiems juridiniams asmenims, įkurdama tam reikalui valstybinį komercinį banką.

3. Vyriausybė turėtų aiškiai deklaruoti:

a) visi lietuvių indėliai saugūs nepriklausomai nuo Snoro aktyvų būklės,

b) visi įsipareigojimai perimami į valstybinį komercinį banką ir yra garantuojami Lietuvos banko atsargomis,

c) įsipareigojimų vykdymas yra didžiausias vyriausybės ir LB prioritetas, kurio įgyvendinimui prireikus bus pasitelktos visos būtinos įstatymų leidėjo ir pinigų eminento suverenios galios (tai tvirtas lietuviškų bankų užnugaris),

d) visi įsipareigojimai bus vykdomi nuo pirmadienio, be jokių atidėjimų ir vilkinimų,

e) apie valstybinį komercinį banką nustoti kalbėti kaip apie laikiną sprendimą, – bankininkystė yra privilegija, ir jeigu ji naudojama netinkamai, valstybė gali sau leisti nacionalizuoti bet kokio dydžio jos (bankų sistemos) dalį.

Įvedus elementarią tvarką, valstybė galėtų radikaliai pagerinti bankininkystės sąlygas savo piliečiams ir ištraukti iš bankų šešėlio ~dešimt milijardų litų.

Niekam ne paslaptis, kad bankai Lietuvoje, be kitų dalykų, plėšia nerealius įkainius už pačias paprasčiausias “komunalines” paslaugas – išrašus, pervedimus, pinigų įnešimus į sąskaitą, pinigų išėmimus bankomatuose, kortelių aptarnavimą, atsiskaitymus kortelėmis prekybos taškuose. Pakankamas kiekis žmonių tai suvokia ir apie tuos dalykus kalba, politikai viena ausimi tarsi jau girdi, ir net didysis visa ko kontrolierius Lietuvos bankas imasi priemonių – žada kovoti prieš lupikavimą didesniu viešumu.

Ne taip daug trūksta iki normalaus sprendimo – valstybinio atsiskaitymų banko įsteigimo. Pvz. tokio, koks, būta kalbų, galėjo atsirasti Lietuvos pašto bazėje. Paprasto banko, kuris net nevykdytų kreditavimo veiklos, o tiesiog priimtų į savo glėbį visų valdžios įstaigų sąskaitas, indėlius, o taip einamąsias sąskaitas piliečių, norinčių už savo pinigų aptarnavimą ir operacijas mokėti ne “komerciniais” tarifais.

Tai nebūtų kokia finasų inžinerija, o tik paprastas ir teisingas skriaudžiamų piliečių problemos sprendimas. Bankų atžvilgiu tai nebūtų konkurencijos iškraipymas, o tiesiog nepagrindinės veiklos naštos (pagrindinė – indėliai ir paskolos) palengvinimas, nepažeidžiantis jokių rašytų valstybės įsipareigojimų.

Koks būtų rezultatas?

Didžioji dalis P1 pinigų (šiuo metu P1 yra 28 milijardai litų), o laipsniškai – ir reikšminga dalis terminuotų indėlių (P2 yra 48 milijardai) migruotų iš komercinių bankų ten, kur geriau – į valstybinį. Komerciniams (beveik visi priklauso užsieniui) bankams tektų tą migraciją užtikrinti atitinkamai pritraukiant milijardus eurų kapitalo. Visi yra filialai ir padaliniai stambių europinių bankų, kurie negalėtų nevykdyti savo įsipareigojimų, kad nesukeltų abejonių savo patikimumu ir didelių ekonominių kolapsų visoje Europoje.

Bankai, aišku, nenorėtų tiek kapitalo pritraukinėti. Sumažintų paslaugų įkainius – tai ekonomikai būtų į naudą. Padidintų indėlių palūkanas – ekonomikai į naudą. Bandytų skolintis centriniame banke, bet centrinis bankas turėtų oriai atsisakyti – pas mus valiutų valdyba, mes pinigų politikos neturime, vidaus rinkoje neskoliname, ir taisyklės mums to neleidžia. Iš vyriausybės skolinimasis irgi nebūtų įmanomas – vyriausybė teisių išlaidauti neturi, o tik neviršyti deficito limito ir kovoti su valstybės skola. Visa tai kuo gražiausiai ir labai nuosekliai skambėtų iki šiol dominavusios monetarinio primityvizmo ir fiskalinio veržimosi retorikos rėmuose, nereikėtų jokių revoliucjų ir perversmų.

Pasiūlymas buvo suformuluotas diskutuojant G+ apie Lietuvos galimybes tinkamai finansuoti valstybės gynybą, ir kol kas rimtų prieštaravimų nesulaukė. Išties valstybė turi ir kitų degančių problemų – pensijas, nedarbą, emigraciją, augančią užsienio skolą. Nėra priežasties jų nespręsti.

Beje, kodėl kalbu apie pinigų “ištraukimą iš šešėlio”, o ne pvz. “atėmimą iš bankų užlaužus rankas”? Todėl, kad ~10 mlrd. litų ši vyriausybė supenėjo bankams, pervedinėdama į juos lėšas, kurias vidinių poreikių finansavimui skolinosi užsienyje. Tereikia atsiimti, kas savo.

Lietuvos atominės energetikos fronte naujienos – atsirado net du konsorciumai (amerikiečių ir japonų), kurie (tipo) išreiškė norą statyti atominę jėgainę Lietuvoje. Nors valdantieji ir lekuoja iš džiaugsmo, bet informacijos apie situaciją ne daugiau nei anksčiau. Nei ką siūlo, nei kokioms sąlygom – viskas įslaptinta. Ta džiugia proga norėčiau pasidalinti savo mintimis, kodėl Lietuvai nereikia naujos atominės jėgainės.

Čia jau ne pirmas mano rašinėlis panašia tema. Anksčiau savo argumentus grindžiau pagrinde ekonominiais veiksniais. Šį kartą elektros kainą paliksiu nuošalyje.

Visų pirma aš netikiu Lietuvos sugebėjimu sėkmingai pastatyt tokio dydžio objektą. Suprantu, kad statybomis yra suinteresuoti daugelis.. bet kai valdžiažmogiai ką nors stato už „tautos“ pinigus niekada nesibaigia gerai, o blogų pavyzdžių pilna, pradedant Būtingės terminalu (kiek žinau vis dar yra įslaptinta kiek kartų statybos viršijo sąmatą) ir baigiant valdovų rūmais ar nacionaliniu stadionu. Jei Suomiai atominės sąmatą viršijo du kartus, tai Lietuviai tikriausiai viršys šį „rekordą“ bent dar dvigubai. Atsižvelgiant į tai, kad didžiąją atominės elektros kainą sudaro investicijos – perspektyva nedžiugina.

Turima Lietuvos atominės elektrinės valdymo patirtis taip pat nenuteikia optimistiškai. Per 20+ nepriklausomybės metų kaimynams mes elektrą pardavinėdavome pigiau nei savo vartotojams.. o kauptas elektrinės uždarymo fondas nuolat būdavo panaudojamas „svarbesnėms reikmėms“. Visą nesugebėjimą valdyti vainikavo uždarymo peripetijos: pradedant panaudoto kuro saugyklos statybomis ir baigiant kadrų kaita IAE. Primena lesyklėlę išrinktiesiems. Vėlgi perspektyva – nekokia.

Trečias aspektas – elektros rinka. Šiuo metu mes ją turime (šiokią tokią), bet pastačius naują atominę elektrinę normaliai rinkai ateis galas. Turėsim „savo“ gamintoją, kuris potencialiai galės patenkinti ženklią vartojimo dalį. Kiti žaidėjai atsidurs „trečio brolio“ vietoj. Neseniai Valstiečių laikraštyje buvo straipsniukas šia tema. Verta paskaityti. Yra pagrįstų nuogastavimų dėl galimų (aš apie tai irgi kažkada rašiau ) įsipareigojimų pirkti elektrą. Tokiu atveju daugiau nei pusė visos Lietuvoje suvartojamos elektros energijos būtų perkama per VIAP‘ą. Tuomet apie jokią rinką net kalbos nebebūtų.

Net ir nepradėjus statyti atominės elektrinės galimybės vystyti elektros rinką jau yra dirbtinai stabdomos: vykdoma sektoriaus koncentracija. T.y. visos didžiosios Lietuvos elektros energetikos įmonės sukištos po bendru „stogu“ AB „Visagino atominė elektrinė“. Vienose rankose bus sukoncentruota gamyba, perdavimas, paskirstymas, birža. Vienu Sekmoko „reformos“ brūkštelėjimu buvo nubrauktos visos teigiamos permainos įvykusios suskaldžius kažkada buvusią monopolininkę „Lietuvos energija“. (Šiame kontekste keistai skamba valdančiųjų puolimas prieš „Lietuvos dujas“). Įdomu pastebėti, kad ir socdemai, ruošdamiesi atominės statybai darė lygiai tą patį: sukoncentravo visą elektros energetiką „vienose rankose“. Net ir nepastačius naujos atominės koncentracija apie AB VAE situaciją elektros rinkoje pablogino. Jei atominė būtų pastatyta.. apie kažkokią rinką ar konkurenciją būtų galima pamiršti. Kokiems 60 metų į priekį.

Visa situacija su naująja atomine primena rusų posakį avos‘. Kokia bus elektros kaina, kas pirks pagamintą energiją, kur dėsim radioaktyvias atliekas, kaip bus finansuojamas uždarymas. Neatmestinas scenarijus, kad naujos elektrinės uždarymui, kaip ir dabar, reikės sėdėti ES prieškambaryje su ištiesta rankas ir prašyti išmaldos. Tiesa.. daugelis dabartinių politikų to tikriausiai nebesulauks. Visgi ilgai dirba tos atominės.

Energetinė nepriklausomybė su nauja AE taip pat neturi nieko bendro. Normaliomis sąlygomis jungtys su kaimyninėm šalim (pvz. Skandinavijos) galėtų užtikrinti didesnę „energetinę nepriklausomybę“ nei atominė elektrinė. Tik karo ar stichinių nelaimių atveju, kuomet būtų apribota ar sunaikinta elektros energijos importo infrastruktūra, atominė elektrinė būtų papildomas energetinio saugumo garantas. Bet ar tikrai tokiu atveju norime turėti atominį gigantą?

Visi pasamprotavimai apie pigią atominę elektrą tėra tik būrimas iš kavos tirščių. Kol kas jokių tai patvirtinančių faktų nėra pateikta. Be kuriuo atveju elektra iš būsimos atominės jėgainės bus pardavinėjama už „rinkos kainą“. Arba aukštesnę. Kam ta papildoma rizika?

Truputis ekonomikos (nors žadėjau apie tai ir nerašyti). Lietuva neturi nei savo atominio kuro (nei urano, nei sodrinimo, nei gamybos pajėgumų), nei savo technologijos, nei savo kapitalo. Turiu negerą įtarimą, kad ir specialistų (tiek vadybos, tiek techninių) dirbti naujoje atominėj neturim. Yra tik mažumėlę nusidėvėjus infrastruktūra, kurios dalį galima būtų panaudoti naujoje AE. Kaip tokioje situacijoje galima tikėtis, kad naujos AE energija bus pigesnė nei konkurentų?

Bent jau dabar aš nematau jokios ekonominės naujos AE naudos. Vien tik vieningą politikų norą „statyti“. Na dar, vėlgi politikų norą, „išlikti atomine valstybe“.

Pabaigai. Neseniai užėjau konservatorių jaunimėlio inicijuotą sąjūdį „už Lietuvos energetinę nepriklausomybę“. Vaizdas tragikomiškas. Į eterį paleistas „iniciatyvus“ jaunimėlis visiškai niekuo nenutuokia apie tai, ką gina. Graudu.

Lietuva ir Latvija nori ir toliau siekti vieno tikslo, tai – išeiti iš gyvenimo skolon, kiek galima greičiau mažinti deficitą, nes deficitas ir yra gyvenimas skolon, tuo pačiu sustabdyti poreikį skolintis tarptautinėse rinkose ir skolos augimą, ir nepalikti šitos naštos ateinančioms kartoms. Ar pakeliui susitvarkę su tokiomis problemomis mes sugebėsime įsivesti eurą, ar ne, tai yra technikos reikalas. [...]

Savo nacionalinės pinigų politikos ir neturime, nes jau turbūt 15 metų gyvename su litu, pririštu prie euro, tai todėl mums pasirinkimas yra vienas – techninis sprendimas yra reikalingas, bet strateginis tikslas yra ne pats euras, o tvarkinga, skaidri ir tvari finansų sistema, nepasiduodanti krizėms taip skausmingai, kaip pasidavė mūsų sistema 2008 metais, kai nebuvo pasirengta tokiai krizei.

Kad ir nerišliai, paminėti trys svarbūs dalykai:

1) valiuta (euro įvedimas),
2) valstybės skola,
3) tvarkinga finansų sistema.

PIRMA – EURAS

Euras buvo sisteminė Europos projekto klaida, netvari, antidemokratiška perskirstymo mašina, pastaruoju metu jau išsigimstanti į skolininkų kalėjimą. Tai galėjo būti neakivaizdu prieš keletą metų, bet reikia būti tikrai labai nesuinteresuotam, kad nematyti to dabar.

Sistema netvari, euro krizė artėja ir supurtys Europą kaip reikiant. Gerai, kad Lietuvai išvengti euro įvedimo tėra „technikos reikalas“, dabartiniam elitui gal pakaks nuovokos ir sąžinės nuo tokio žingsnio susilaikyti.

ANTRA – SKOLA

Valstybės skola bet kuriai suvereniai demokratinei valstybei viso labo tėra jos (nebūtinai atsakingo) politinio elito nebūtinai teisėtai prisiimti įsipareigojimai. Valstybei gali būti tikslinga juos vykdyti, arba nuo jų kažkuriuo momentu atsiriboti.

Cituoju Bill Mitchell:

A country is never like a company because regardless of any (imprudent) voluntary arrangements the government has entered into – such as pegging its currency, borrowing in foreign currency, dollarising, euro-ising, the nation can withdraw from those arrangements – by floating, restructuring loans in domestic currency, reintroducing its own currency etc. [...]

A nation can never be bankrupt in its own currency despite the IMF working hard over the years to blur and obfuscate that fact. It never faces a solvency issue in its own currency.

Jeigu kokie bevaliai komformistai prikrovė valstybei skolų užsienio valiutomis, nėra jokio būtinumo tas skolas palikti vaikams.

TREČIA – TVARKINGA FINANSŲ SISTEMA

Kokia galėtų būti „tvarkinga, skaidri ir tvari finansų sistema“ lengviausia suprasti per priešybę:

1) netvarkinga finansų sistema turbūt klastotų apskaitą, slėptų bankų balansuose blogų paskolų nuostolius, dalį savo įsipareigojimų galbūt perkeltų į valstybės apdraustus indėlius,
2) neskaidri finansų sistema turbūt reikalautų valstybės vadovų prioritetinių „reikalų tvarkymo“ vizitų į Stokholmą, paskutinę minutę su Europos komisija derinamų ir neviešais finansinio tvarumo įstatymo poįstatyminiais aktais įteisinamų gelbėjimų, euro paramos lėšų bei valstybės iždo ir ligonių kasų laikymo komerciniuose bankuose, kartelinių susitarimų dėl bele kokių VILIBOR‘ų ir bankų operacijų įkainių,
3) finansų sistema būtų netvari, jeigu dėl koordinacijos, kontrolės ir kultūros stokos bankų sektoriui (bankų užsienio savininkams) būtų nuolat leidžiama veikti priešpastatant bankų trumpalaikius tikslus ilgalaikiams valstybės ekonominiams interesams, o politikams ir kontrolės institucijoms begėdiškai tuos trumpalaikius bankų interesus aptarnauti.

BANKUS APTARNAUJANTI VYRIAUSYBĖ NĖRA FATALIŠKAI LIETUVAI NULEMTA NEIŠVENGIAMA BĖDA

Turime daugiau nei pakankamai priemonių užsienio bankų ekonominei rentai Lietuvoje sureguliuoti. Dalykai, kurie seniai galėjo ir turėjo būti padaryti:

a) įsteigtas valstybinis pigių transakcijų ir pigaus hipotekos kredito bankas, į jį perkelti valdžios ir valstybinių įstaigų fondai ir sąskaitos, tuo pačiu pristabdant pinigų susitraukimą, užkertant kelią dabartiniam bankų paslaugų įkainių ir greitųjų kreditų bendrovių plėšikavimui,
b) priimti bankroto įstatymai, apribojant skolininkų atsakomybę įkeistu turtu,
c) atlikta mokesčių reforma, perkeliant apmokestinimą nuo susitarimų ir darbo turtui ir ribotų išteklių vartojimui (aš pasisakyčiau už visišką pelno ir pajamų mokesčių panaikinimą, įvedant natūralių monopolių, žemės, gamtos resursų ir taršos, automobilių mokesčius; būtų buvę naudingi nors ir daliniai pakeitimai ta linkme),
d) susigrąžinta suvereni pinigų politika ar bent jau pasirengta lito „atrišimo“ euro krizės akivaizdoje reformai.

Poveikio svertai, kurie reikalaujant lojalumo galėjo, turėjo ir dabar gali būti naudojami Lietuvoje veikiantiems bankams:

a) normalūs privalomųjų atsargų ir kapitalo pakankamumo reikalavimai,
b) bankinės veiklos, vartotojų teisių, sutarčių teisėtumo priežiūra,
c) konkurencijos priežiūra,
d) griežti padorūs apskaitos standartai,
e) nuolatinis dėmesys, kad nebūtų piktnaudžiaujama valstybiniu indėlių draudimu,
f) teisėsaugos dėmesys (gal net premijos informatoriams), jei reikia – ir atgaline data vykdomi tyrimai, ar nebuvo kada kokiam banke slepiamas pelnas ar dirbtinai kuriami nuostoliai, švaistomos ar grobstomos lėšos.

Bankai neatsakingai išpūtė nekilnojamojo turto burbulą ir jų savininkai turi prisiimti nuostolius. Pripažinti, padengti kapitalo įnašais ir ateityje tokių klaidų nebekartoti. Jeigu to būtų buvę principingai pareikalauta, krizė Lietuvoje būtų buvusi gal tris kart švelnesnė, užsieniui būtume prasiskolinę mažiau, emigracijos nuostoliai būtų buvę ženkliai mažesni.

A Plan for Quebec Monetary Independence: The Non-Conformist view of an American Investor

Canadian politicians and the media depict the international financial community as being unanimous in its condemnation not only of Quebec political independence but, even more so, of the possibility of a separate Quebec currency. Fearing the uncertainty that such a separate currency would supposedly generate, especially with regard to the international financial community, sovereigntist politicians have always favoured the idea of a monetary union with the rest of Canada and the retention of the Canadian dollar. Indeed, despite the numerous problems that have arisen with the implementation of the Maastricht Treaty in Europe, Quebec sovereigntists have pointed to the EMU as the model to be adopted in the eventuality of Quebec political independence from the rest of Canada. Though not necessarily being favorable to the separation of Quebec because of my lack of understanding of the political issues at stake, being a member of this larger international investment community where millions of US dollars are handled by our firm every day, I believe that such a position on monetary union is misguided. As in Europe, monetary union will essentially entail political union, since ultimately the national fiscal authorities will all have to abide by the bureaucratic decision of the common monetary authority. For this reason, the sovereigntist position is somewhat contradictory on this matter since, by espousing monetary union, Quebec will ultimately guarantee the status quo ante in both monetary and fiscal matters. I have been told that this was at the heart of the major debates between former prime ministers Bourassa and Parizeau some twenty years ago. Why go through the process of separating from the rest of Canada if, on crucial matters pertaining to the economy, all that sovereigntist politicians are apparently offering is something akin to the status quo?

Contrary to the conventional wisdom, my belief is that if the people of Quebec were offered a credible plan for their own currency, there may have actually been a ‘Yes’ victory in the October 1995 referendum, and by a significant margin. Although it may not solve all the problems faced by Quebeckers, I wish to propose such a plan. This is a viable plan in which the new currency is supported without any additional income tax, sales tax, or any other transaction tax that could diminish the economic welfare of the community. Additionally, the new currency will be established in such a way as to move the Quebec economy closer to both price stability and full employment, as well as favor very low interest rates. And, last but not least, the plan for this new currency unit, which, lacking a better term, I shall call “La Fleur”, is something every citizen can understand, and economists endorse.

The plan begins with the requirement that, in the eventuality of Quebec accession to independence, hence forth all new taxes would be payable in Quebec Fleurs. Only outstanding past tax liabilities would be payable in Canadian dollars. Since sales taxes and other transactions taxes, including the infamous GST, tend to discourage people from exchanging goods and services with each other, and require enormous record keeping and enforcement costs, they will be immediately eliminated. Instead, I propose a national property tax. Of course, since land is immobile, in one way or another everyone would pay a property tax, either directly by owners of landed property or in the form of higher rents.

The national property tax would be payable only in Fleurs. No record keeping would be necessary, beyond the current property registration system. If the tax isn’t paid, the government would simply sell the property regardless of who the owner is. Of course, the fiscal authority could decide to permit tax exemptions, such as for charitable contributions, should the electorate so desire. Notice, however, that the tax is payable in Fleurs, but no one yet has any Fleurs, except the new State of Quebec, which it can issue them as it desires. The population, and particularly property owners, will be willing sellers of real goods and services in exchange for needed Fleurs. The value of the Fleur will be whatever the government decides it is willing to pay for what it wishes to buy, as it knows the private sector needs its Fleurs to pay the new taxes.

Let’s stop here and examine a few things: 1) The State of Quebec can’t collect any Fleurs until AFTER it spends them, as no one has any to begin with. 2) In contrast to the conventional view peddled by politicians, the State does not tax to collect Fleurs so it can spend them. It taxes so that the private sector will need Fleurs, and therefore be willing sellers of real goods and services in exchange for needed Fleurs. 3) The government can expect to spend AT LEAST as many Fleurs as the private sector needs to pay its taxes. 4) The government will likely be able to spend more Fleurs, at the prices it wishes to pay, than exactly the amount needed for tax payments, as any Fleurs desired to be held by the public as, say, pocket cash must be left over after taxes are paid.

In order effectively to anchor the new currency unit, I further propose that the State first set a wage that it will pay to anyone willing to work for the State.(1) The effect of this government commitment would be essentially to eliminate involuntary unemployment and establish a minimum wage without any further legislation or intrusion into the private sector. This also effectively sets a value for the Fleur in terms of labor time. The market can be left to base all other pricing decisions when purchasing or selling other goods and services on the alternative universally available means of obtaining the Fleur- denominated basic State service. Here I will introduce a bit of arithmetic to illustrate how the State will get the real goods and services it needs to properly run the new nation. Let’s assume a hypothetical example where the consolidated new property and income taxes total 100 billion Fleurs. The State can expect to be able to spend at least that amount as the property owners have no other means of obtaining Fleurs. If the State offered 10,000 Fleurs as the basic State service wage, and spent nothing else, it could be reasonably sure at least 10 million workers would apply for the basic state job (100 billion divided by 10,000=10 million). Well, the State doesn’t want 10 million basic workers (especially since in the present hypothetical case the number would exceed the current population of Quebec!), but it does want other things that will be offered for sale by the private sector (as alternative ways of earning Fleurs to pay taxes). Let’s say the State spends 99 billion Fleurs at market prices, buying the other things that it really needs, including specialized labor and materials needed for the legal system, defense, education, health care and other government services. The private sector now needs only 1 billion more Fleurs to pay its taxes, so a minimum of only 10,000 basic workers can be relied on to apply for work. Of course, there will be a desire in the private sector for cash in circulation, and other activities that cause a desire to net save. This is generally a substantial amount. Suppose it amounts to a desire to earn another 5 billion Fleurs. This will be evidenced by another 500,000 basic wage earners applying for government jobs, for a total of 600,000. In any case, the more the State spends at market prices, the fewer the number of basic State job seekers. If there are what is deemed too many basic State job seekers, taxes can be lowered or other State spending increased until the number of basic State workers falls to the desired level.

What about interest rates? With this system, the State doesn’t have to pay interest, even when it spends more than it taxes. Notice that the State does not have to borrow in order to spend more than it taxes, as it simply issues currency, or credits someone’s bank account, when that person wishes to sell something in exchange for Fleurs. The key is that there is price stability as long as the State doesn’t spend so much at market prices that no workers apply for the basic job. In other words, there is price stability as long as the State doesn’t spend more Fleurs than the taxpayers determine they want. And, because the State always requires that at the margin State service is necessary to get needed Fleurs, the value of the Fleur is equal to the value of the labor time of the person who has to work at the basic State job to get the Fleurs.

When the State does spend more than it taxes, the extra Fleurs will likely settle as excess deposits in the banking system. This is an imbalance that any economist will tell you will result in ultra low short term interest rates, perhaps even a bit lower than seen in Japan during recent years. The prime rate, for example, could be expected to be around 3 1/2%. The bank regulators will of course have to continue to maintain their strict capital guidelines and credit requirements to prevent banks from speculating with insured depositors’ money, as they do today. If the State should desire higher interest rates for any reason, it always has the option of offering to pay a desired base rate of interest on excess bank deposits held at the central bank.

With this basic plan, the new State of Quebec could establish and maintain its own currency. The State would be able to purchase that which it requires to run the nation and simultaneously maintain full employment and price stability. There would also be an automatic increase in real prosperity associated with the elimination of the dampening side effects of sales taxes, which include restricted transactions, compliance costs, and enforcement costs. There would be no reason to restrict free trade, especially under NAFTA, and the State would allow the Fleur to trade freely as well. While undoubtedly facing initial speculation in the foreign exchange markets, ultimately the value of the Fleur would be established by what it can buy — the basic State job. And improving the value of those State workers through education, health care, etc. would serve to improve the value of the Fleur in the long run.

This has been the eurozone’s approach to the fiscal crises that have engulfed Greece, Ireland and Portugal, and threaten other member states. Policymakers have decided to play for time in the hope that the countries in difficulty will restore their creditworthiness.

Several writers have noted the odd fact that the Libyan rebels took time out from their rebellion in March to create their own central bank – this before they even had a government. Robert Wenzel wrote in the Economic Policy Journal:

I have never before heard of a central bank being created in just a matter of weeks out of a popular uprising. This suggests we have a bit more than a rag tag bunch of rebels running around and that there are some pretty sophisticated influences.

Alex Newman wrote in the New American:

In a statement released last week, the rebels reported on the results of a meeting held on March 19. Among other things, the supposed rag-tag revolutionaries announced the „[d]esignation of the Central Bank of Benghazi as a monetary authority competent in monetary policies in Libya and appointment of a Governor to the Central Bank of Libya, with a temporary headquarters in Benghazi.“

Newman quoted CNBC senior editor John Carney, who asked, „Is this the first time a revolutionary group has created a central bank while it is still in the midst of fighting the entrenched political power? It certainly seems to indicate how extraordinarily powerful central bankers have become in our era.“ [...]

Whatever might be said of Gaddafi’s personal crimes, the Libyan people seem to be thriving. A delegation of medical professionals from Russia, Ukraine and Belarus wrote in an appeal to Russian President Dmitry Medvedev and Prime Minister Vladimir Putin that after becoming acquainted with Libyan life, it was their view that in few nations did people live in such comfort:

[Libyans] are entitled to free treatment, and their hospitals provide the best in the world of medical equipment. Education in Libya is free, capable young people have the opportunity to study abroad at government expense. When marrying, young couples receive 60,000 Libyan dinars (about 50,000 US dollars) of financial assistance. Non-interest state loans, and as practice shows, undated. Due to government subsidies the price of cars is much lower than in Europe, and they are affordable for every family. Gasoline and bread cost a penny, no taxes for those who are engaged in agriculture. The Libyan people are quiet and peaceful, are not inclined to drink, and are very religious.

They maintained that the international community had been misinformed about the struggle against the regime. „Tell us,“ they said, „who would not like such a regime?“ [...]

According to a Russian article titled „Bombing of Libya – Punishment for Ghaddafi for His Attempt to Refuse US Dollar“, Gaddafi made a similarly bold move: he initiated a movement to refuse the dollar and the euro, and called on Arab and African nations to use a new currency instead, the gold dinar. Gaddafi suggested establishing a united African continent, with its 200 million people using this single currency.

During the past year, the idea was approved by many Arab countries and most African countries. The only opponents were the Republic of South Africa and the head of the League of Arab States. The initiative was viewed negatively by the USA and the European Union, with French President Nicolas Sarkozy calling Libya a threat to the financial security of mankind; but Gaddafi was not swayed and continued his push for the creation of a united Africa. [...]

Libya not only has oil. According to the International Monetary Fund (IMF), its central bank has nearly 144 tonnes of gold in its vaults. With that sort of asset base, who needs the BIS, the IMF and their rules? [...]

So is this new war all about oil or all about banking? Maybe both – and water as well. With energy, water, and ample credit to develop the infrastructure to access them, a nation can be free of the grip of foreign creditors. And that may be the real threat of Libya: it could show the world what is possible.

Most countries don’t have oil, but new technologies are being developed that could make non-oil-producing nations energy-independent, particularly if infrastructure costs are halved by borrowing from the nation’s own publicly owned bank. Energy independence would free governments from the web of the international bankers, and of the need to shift production from domestic to foreign markets to service the loans.

If the Gaddafi government goes down, it will be interesting to watch whether the new central bank joins the BIS, whether the nationalized oil industry gets sold off to investors, and whether education and healthcare continue to be free.
